Cross Tab by State Change Value Inequality

Provide capability in Cross Tab by State Change to handle a range of values. For example I have a downtime report built on a tag that has multiple integers for types of downtime, and only one value for running. I would like to build a cross tab that triggers the State Change when the tag is <> to the run value.
